The St. Joseph County Housing Consortium, made up of representatives from the County, South Bend, and Mishawaka, have distributed three grants to HAO (Housing Assistance Office) for this neighborhood.
$275,512.00, $85,000.00, and $260,000.00.
The larger funds were used for acquisition, demolition and clearance of buildings. The $85,000 grant was used for rehabilitation of owner occupied buildings that met certain income guidelines. (1999)
HAO also applied for and received a $250,000 grant from the Lilly Endowment for this neighborhood. It is to be spent on any type of improvement in the neighborhood. (1999)
The Town of Walkerton received a $185,000 CFF grant from the State of Indiana, Department of Commerce. This is being used to put in new water, sewer and streets in the 800 block. (1999)
The Town had also been awarded a $500,000 grant from IHFA to purchase and renovate buildings in the neighborhood. None of this money can be spent until the Town satisfies the State that new housing will be built somewhere in the Town to replace the number of dwellings that will be removed in West York. (1999)
These agencies write the checks and distribute the funds when needed, and do not allow any interest to be obtained locally.
The Town of Walkerton has established the West York Fund with a $6,000 annual appropriation from the Town’s General Fund. These funds are used to match federal and state grants.
There are no loans currently for this project.
HAO has used the money obtained from the Lilly Endowment as match money for their other grants. HAO receives money from government agencies if and when they apply for grants and they are awarded the grants. (1999)
